Cyberattack on Ukrainian registries. Analyst spoke about the consequences for ProZorro and notariat.
On December 19, a serious error occurred in the operation of state registries, which led to their halt. A day later, the situation had not practically changed: dozens of registries, such as the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations (USREOU) and others, also known as the State Register of Real Property Rights, State Register of Movable Property Encumbrances, Unified Register of Debtors, State Register of Civil Status Acts of Citizens, and the e-notariat system, are still not operational. According to Danilo Globa, Deputy Director of the analytical system YouControl for legal matters, this situation negatively affects the operation of many state and non-state systems that use these registries.
This particularly concerns the ProZorro system, which receives information from the Ministry of Justice about contractors. This data is automatically uploaded from the registries, but is currently unavailable. The same applies to the state notarial system, which registers all contracts online. Information from registries such as the USREOU, the inheritance register, and civil status acts is needed by notaries to carry out these operations. Currently, all these processes are halted. Meanwhile, citizens can still obtain a copy of a power of attorney or contract that does not require registration in online registries. However, operations such as re-registering real estate or buying and selling it will be impossible until the New Year, according to the specialist.
Danilo Globa also noted that due to the cyberattack, services related to the identification and verification of data are also on pause. That is, if the state already had information about business entities, it didn't need to request this data from the registries again. Now, this opportunity has been lost, and companies cannot confirm authenticity due to lack of access to the registries.
Danilo Globa stated that the last updates in YouControl were made at 15:00 on December 19, so this resource was the only one with access to state registries, which could provide official information.
Meanwhile, against the backdrop of these problems, there is good news. According to Danilo Globa, the Unified State Register of Court Decisions was not affected by the hacker attack and continues to operate stably. Access is available to both old and new court decisions.
As reported by 'Glavkom', due to a failure in the operation of some state registries, the Ministry of Internal Affairs temporarily suspended the provision of services related to vehicles, including the scrapping of cars.
Later, Olga Stefanishyna, Vice Prime Minister for European and Euro-Atlantic Integration, and Minister of Justice of Ukraine, reported that the largest cyberattack on state registries in recent years occurred.
