Ex-Odessa Military Official Suspected of Amassing $1.4 Million in Illicit Wealth, Now Abroad.
Denys Halushka Under Investigation
According to Novyny.live: Denys Halushka, the former deputy head of the Odesa Regional Territorial Recruitment Center (TCC), is suspected of illicit enrichment amounting to 37.7 million hryvnias, money laundering, and filing false information in his asset declaration. The official is alleged to have acquired these assets between 2020 and 2022. He is currently believed to be residing outside of Ukraine.
Assets and Scope of the Probe
Assets under investigation include several luxury vehicles, specifically:
- Mercedes-Benz GLE 43 AMG
- Mercedes-Benz GLS 350d
- Mercedes-Benz V-Class
- BMW X7
- Toyota RAV4 Hybrid
Investigators assert that assets worth over 17 million hryvnias were laundered. Furthermore, Halushka's 2023 declaration omitted property valued at 7.3 million hryvnias.
A relative of the ex-official has also received a notice of suspicion, suggesting a potential scheme to register property under family members' names. This case follows a major scandal involving Halushka's former superior. In July 2023, Ukraine's National Agency on Corruption Prevention (NAZK) reported that the former head of the Odesa TCC, Yevhen Borysov, had embezzled 188 million hryvnias, leading President Volodymyr Zelenskyy to order his dismissal.
The situation has provoked significant public outcry and remains under active investigation by law enforcement, with further details expected to emerge.
This scandal involving illicit enrichment within Ukraine's military recruitment structures underscores the critical need for stricter oversight of state officials' financial activities.
