According to ТСН: Russia continues to wage war and has no intention of abandoning its ultimatum demands, which contradict the peace plans of Ukraine and the West. The US emphasizes that the responsibility for further actions lies squarely with the Kremlin.

Experts believe that the Kremlin will have to make concessions, as its demands often do not align with the updated 20-point peace plan and the previous 28-point proposal.

US representatives' words

The US Ambassador to NATO, Matt Vitaker, noted that "the ball is now in Russia's court" and the Kremlin must respond to four documents drafted during recent negotiations between the US, Ukraine, and European partners.

Vitaker also stressed that despite heavy losses for the Russian army, Moscow shows no desire to stop the war and has no plans to consider Ukrainian or European counter-proposals.

Assistant to the President of the Russian Federation, Yuri Ushakov, stated on December 21 that the proposals from Ukraine and Europe, voiced during consultations with the American side in Miami, are allegedly "unconstructive" and unable to "improve" the terms of resolution.

Experts emphasize that the Kremlin has repeatedly put forward demands that contradict many points of the 20-point plan, demonstrating a lack of interest in a compromise resolution.

Kremlin's demands

Russian President Vladimir Putin reaffirmed on December 19 his commitment to the conditions outlined during a speech in June 2024. Among these demands are the complete withdrawal of Ukrainian troops from Luhansk, Donetsk, Zaporizhzhia, and Kherson regions, Ukraine's renunciation of NATO membership, and international recognition of Russia's annexation.

These demands essentially repeat the Kremlin's ultimatum statements made as early as 2022. Despite numerous statements from Russian officials about allegedly reached agreements with the US, no confirmed agreements have been made public.

"The Kremlin's constant references to the speech from June 2024 and alleged agreements from Alaska demonstrate the Kremlin's rejection of the proposals outlined in the 28 and 20-point plans," the material states.

The head of the public analytical center "Veha," Valeriy Klochak, emphasized that Putin aims to focus his resources on enhancing offensive capabilities in the future and strengthening economic ties with the US to avoid increasing dependence on China.

The situation remains tense as the Kremlin continues to insist on its hardline demands despite pressure from the international community. Observers note that the further development of events will depend on Russia's willingness to change its position, which could significantly impact the course of the conflict.
