Social housing in Ukraine cannot be considered a gift; it is rather an instrument for solving the housing problems of the most vulnerable citizens. In 2025, the rules for obtaining social housing remain practically unchanged, but the queues for housing continue to grow.
Social housing is provided free of charge to certain categories of citizens, such as those living in emergency buildings, orphans, people with serious illnesses, or those who lost their homes due to disaster or war. Other categories of citizens fall into a queue and may wait for their turn for many years.
Main Conditions for Obtaining Social Housing
To obtain social housing, a citizen must meet one of three main conditions, such as living space per person being less than 7 square meters, the family's total income being below the subsistence minimum, or having the status of a victim of homelessness. To apply for social housing, it is necessary to present several documents, including a copy of the passport, a certificate of family composition, income documents, and technical documentation for the housing.
Preferential Categories for Obtaining Social Housing
Some categories of citizens, such as war veterans, combatants, those affected by the Chernobyl disaster, and others, have the right to prioritized access to social housing. Their applications are considered on a priority basis, and housing is provided if resources are available.
Features of Social Housing
Social housing remains state property and cannot be sold or inherited. The resident can use the housing only under the terms of a social rental agreement. The new model of social housing involves the introduction of rent based on the residents' income. The implementation of this model may take several years but will make housing accessible to a greater number of people.
