State and federal authorities have presented differing accounts of the events leading to the shooting, in which an agent of U.S. Immigration and Customs Enforcement (ICE) shot citizen Renee Nicole Hood in a residential neighborhood.
The Conflict Surrounding the Investigation
The Minnesota Bureau of Criminal Apprehension (BCA) initially planned a joint investigation with the FBI, but later the agency took full control. This deprived state investigators of access to evidence, case materials, and interrogation protocols.
“As a result, BCA was reluctantly forced to withdraw from the investigation,” said Bureau Chief Drew Evans.
State Attorney General Keith Ellison described the FBI's decision as “deeply troubling” and noted that state authorities have the right to conduct their own investigation, regardless of federal agencies. He emphasized that there may be grounds for state-level charges based on the evidence already collected.
Minnesota Governor Tim Walz stated at a press conference that any federal investigation without state involvement would likely be perceived as an attempt to “whitewash” the case.

The Department of Homeland Security (DHS), particularly Secretary Kristi Noem, described the agent's actions as self-defense, accusing the woman of attempting to collide with the agents with her vehicle, which was characterized as “domestic terrorism.” However, Minneapolis Mayor Jacob Frey called this “nonsense” and referred to video evidence that contradicts the official account.
One video shows two officers approaching Renee Hood's vehicle, which was stopped in the middle of the road. When one of the officers ordered the woman to exit the car and grabbed the door handle, the vehicle abruptly reversed and then began to move forward, attempting to leave the scene. A third officer, who was in front, drew his weapon and fired three shots while jumping to the side. The last shots were fired through the driver's window.
“Despite Donald Trump's claims on social media that the woman 'ran over an officer', there is no physical contact visible in the video, and the agent remained on his feet,” Reuters reports.
A City on the Brink
As a result of the murder, thousands took to the streets. On the morning of January 8, hundreds of demonstrators gathered outside the federal courthouse, chanting “Shame” and “Murderers” at armed federal agents, who responded with tear gas and pepper balls. Governor Walz activated the state National Guard, and Minneapolis schools were closed for safety reasons.

The deceased left behind a 15-year-old daughter and two sons (12 and 6 years old). Renee was a graduate of Old Dominion University (Virginia), where she received a degree in English Philology in 2020 and was awarded for her poetic works.
The mother of the deceased stated in an interview that Renee was “an extraordinarily compassionate person” who did not conflict with law enforcement.
