According to Novyny.live: Ukraine's Defense Minister, Mykhailo Fedorov, is developing new contracts for military personnel. This legislative initiative was originally drafted by the former Defense Minister, Denys Shmyhal, and has already been submitted to the Verkhovna Rada, Ukraine's parliament.
Proposed changes include a 'Contract 18–24' program, allowing citizens up to 25 years old to join the military. However, Ukraine currently lacks the financial resources to shift its army from a mobilization-based model to a fully professional, contract-based force. This reform is part of a broader, long-term effort to modernize the Ukrainian military.
"We are all expecting a proposed new project in the near future. The demand for specific service terms is clear, and we will try to implement it through contracts. But we must also consider the current situation on the front line."
