Higher Pay, New Contracts, and Recruitment Center Overhaul: What Ukraine's Defense Ministry Has in Store

According to Novyny.live: Ukraine's Ministry of Defense is preparing a comprehensive set of changes that includes increased financial compensation for military personnel, new contractual arrangements for select combat units, and a restructuring of territorial recruitment centers. Preliminary outcomes of these efforts are expected to be released in the coming weeks. These reforms come as Ukraine continues to adapt its military structure amid ongoing conflict, with a focus on improving both troop morale and operational efficiency.

The proposed changes have been drafted by the Ministry of Defense, which is currently working on financial calculations to ensure the sustainability of payments. According to Ukrainian Prime Minister Yulia Svyrydenko, the reform calls for higher additional payments to service members, which will require significant funding.

“We are now calculating how to balance the budget to ensure the continuity of these payments both this year and in future periods,” she stated.

Planned Changes and Their Impact

Among the planned changes are new contracts for soldiers in infantry and assault units.

“These reforms will also involve defining more specific terms of service. All of this falls under the purview of the Ministry of Defense. In the coming weeks, we are ready to roll out and implement this reform,” Svyrydenko added.

Modernizing the system of territorial recruitment centers (TCCs) is considered one of the most challenging aspects of the reforms. “Next come contracts for infantry and assault troops, then changes to service terms, and finally the transition to TCC reform. This is the most difficult reform and the most challenging issue in Ukrainian society today,” the Prime Minister emphasized. The public is eagerly awaiting the first results of the reform, which are expected to be presented in the near future.

The planned changes by Ukraine's Ministry of Defense aim to boost military personnel motivation through financial incentives and new contracts. The TCC reform is designed to improve the army's recruitment process, a critical need given current military challenges. Implementing these changes could positively impact the overall effectiveness of Ukraine's armed forces and their readiness to meet objectives in the modern wartime environment.
