Remote registration is subject to specific conditions. Men are eligible only if they have never been previously registered in the military's 'Oberih' database. The system relies solely on this digital registry; if a man's paper military service card shows prior registration, but this data is not in 'Oberih', the app will treat him as unregistered and allow him to proceed.

Several categories of citizens cannot use the online registration service. These include:

  • Women, including those with medical or pharmaceutical education;
  • Men whose records in the registry indicate they have been removed from military registration;
  • Individuals already registered at one Territorial Center for Recruitment and Social Support (TCC) who wish to register at a different center;
  • Men without a Ukrainian ID card or a biometric foreign passport.

While this innovation simplifies the process for eligible groups, it maintains significant restrictions for others, reflecting the balance between convenience and military oversight.
