According to UATV: Political scientist Dr. Igor Petrenko analyzed the Kremlin's deliberate stalling of peace negotiations, stating the process is deadlocked due to Russia's unacceptable demands. He emphasized that Ukrainian President Volodymyr Zelenskyy has no intention of traveling to Moscow for talks with Putin but is prepared to meet on neutral territory, excluding Russia and Belarus.
Petrenko asserted that Putin's actions are a conscious strategy to prolong the negotiation process.
"Putin is doing this quite deliberately. The question is whether this is solely his initiative,"he stated. In his view, no progress is possible if the talks involve recognizing occupied territories.
"Clearly, there will be no movement if the discussion is about recognizing occupied territories,"the expert stressed.

Petrenko also highlighted pressure from the United States, noting that a recent Financial Times report about possible elections in May signals a shift in the situation.
