Kyiv’s Paton Bridge Declared Unfit for Use: Can a 15-Million Hryvnia Repair Actually Work?.
The Condition of the Paton Bridge
According to TSN.ua: Local governments in Ukraine are legally responsible for managing road infrastructure, including the upkeep of streets and bridges. The Paton Bridge, a municipally owned structure in Kyiv, is currently in a severely deteriorated state. It has been classified as an emergency structure since 2018, and in 2023 its condition was downgraded to the fifth operational level—meaning it is officially considered non-functional.
According to the Bridge Inspection Commission, emergency maintenance was only carried out on the bridge in 2018 and 2019, costing a total of 15 million hryvnias. Despite these efforts, the bridge’s remaining service life has been zero since 2018. Originally designed to last 100 years from its opening in 1953, the Paton Bridge has now far exceeded its safe operational lifespan, highlighting the urgency of the situation.
Local Authorities’ Responsibility
“Even if the city transfers rights or project management duties for restoration, it does not relieve municipal authorities of their obligation to ensure the bridge remains safe for use,” stated officials from the Ministry of Development.
It is crucial to note that the bridge is owned by the city of Kyiv. According to Ministry of Development representatives, this means local authorities have both legal and moral duties to protect the safety of everyone who uses it. The Paton Bridge situation demands immediate action to prevent potential risks to public safety.
