According to ТСН: The martial law in Ukraine has been extended until February 3, 2026, which means the continuation of mobilization measures. According to current legislation, many citizens may be called up for service.

Who may be mobilized in December

Starting December 1, there are no changes in the mobilization process in Ukraine. The call-up rules remain unchanged, regulated by the Law of Ukraine on "Mobilization Preparation and Mobilization".

Thus, in December, the following are subject to mobilization:

  • men aged 25 to 60 without service experience, if they do not have the right to deferment;

  • men aged 18 to 60 with service experience, who do not have a booking or deferment;

  • persons who were removed from the register due to health reasons, who were recognized as fit for service during the re-examination.

Mobilization applies only to military liable individuals aged 18 and above. The minimum call-up age for draftees is 25 years. Boys aged 18 to 24 may voluntarily sign a contract with the Ministry of Defense “Contract 18-24”. Other age categories can also enlist for service under a contract if they successfully pass a psychological assessment and meet health requirements.

Who is exempt from the call-up in December 2025

According to Article 23 of the Law on "Mobilization Preparation and Mobilization", there is a clear list of individuals entitled to deferment or exemption from service, including:

  • the military liable with health issues, confirmed by a medical commission;

  • the military liable with disabilities of any group;

  • parents of three or more minor children;

  • guardians of children without parents;

  • individuals who have a child with a disability in their care;

  • full-time students at universities pursuing a higher level of education.

Additionally, workers booked for critically important sectors for the state, as well as individuals who have lost close relatives in combat, are also exempt from mobilization.

Mobilization of women

Until the end of 2025, there are no changes regarding the mobilization of women. Ukrainian women can voluntarily join the Armed Forces by signing a contract, provided they complete training courses.

However, women may be refused to sign a contract if they have three children, a child with a disability, or health problems.

Some women, especially medics, are required to register with the military, although the mobilization of women medics is currently not being conducted.

Mobilization of men aged 50+

Men aged 25 to 60 are subject to mobilization. Men over 50 years old may be mobilized if they are fit for service and do not have the right to deferment. If they possess the necessary military specialty, they may be mobilized at the end of the maximum age limit for conscription.

The main purpose of mobilizing men over 50 is to replenish support units, many of whom serve in the rear. Men over 60 may sign a “60+” contract, provided they pass a medical commission.

Changes in the process of obtaining deferments

As of November 1, new rules for obtaining deferments came into effect in Ukraine.

The territorial recruitment centers no longer accept documents for deferment applications. The military liable can extend their deferment online through “Reserve+” or offline at Administrative Services Centers (ASC).

“From November 1, documents will be accepted at the ASC. The process for issuing deferments remains unchanged,” said the spokesperson for the Kyiv Regional Recruitment Center.

ASCs send online documents to the recruitment centers, which then make decisions regarding the provision of deferments. Paper certificates are no longer issued; confirmation is an electronic military accounting document in “Reserve+”.

Who can receive a deferment in ‘Reserve+’

The “Reserve+” application allows for the granting of 10 types of deferments, including:

  • people with disabilities;

  • those temporarily unfit for service;

  • parents of a child with a disability;

  • parents of an adult child with a disability;

  • those who have a spouse with a disability;

  • parents of three or more children;

  • students and postgraduate students;

Who may lose their deferment in December 2025

In December, individuals who no longer meet the criteria for its provision may lose their deferment. For instance, a military liable man may lose the right to deferment if he has three children and significant alimony debt, or if the individual he was caring for has passed away.

What you should know about the booking of violators of military accounting

From December 4, 2025, a law comes into effect allowing critically important enterprises to book military liable individuals without regard to violations of military accounting.

The booking period cannot exceed 45 calendar days and is granted only once a year. This period is intended to address violations.

However, booking does not exempt from administrative liability for violations of military accounting. The law also provides for a special probation period in employment contracts of 45 days.

Changes were also introduced regarding border crossing rules for men aged 18–22, and the government has allowed them to leave the country.

It is important to note that the continuation of mobilization indicates the prolongation of military actions in Ukraine and the need to maintain the defense capability of the state. Changes in the rules for obtaining deferments and booking are part of efforts to regulate mobilization processes to reduce social tension among citizens.
