According to UATV: Speaking at the Munich Security Conference on February 14, 2023, U.S. Secretary of State Marco Rubio stated that the United States continues to assess Russia's intentions regarding ending the war in Ukraine. "We do not know if the Russians are seriously inclined to end the war," he noted.
