Licenses obtained through these dubious online channels are invalid and will not appear in any government registry or the official 'Diia' app. The only legitimate way to obtain a driver's license is by completing accredited training and passing both theoretical and practical exams at an official MVS service center. Criminals offering online processing are simply sending forged documents with no legal standing.
Fraudsters are aggressively advertising 'fast-track' licenses that require no driving school or exams, but these offers are entirely deceptive. They may promise to produce the document online and even mail it to you, but a first-time driver's license is issued in person only at an MVS service center, and only after successfully passing the theory exam followed by the practical driving test.
