According to inkorr.com: The "National cashback" program, which provides a return of part of the expenses for Ukrainians for purchases of domestically produced goods, may be significantly limited. The initiative aims to restrict cashback only to those categories of products that are most affected by import competition. This was reported by AgroReview.

Purpose of the "National cashback" program

The head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, emphasized that the main goal of the program is to support Ukrainian producers facing serious import pressure. She noted that the Ministry of Economy should reorient cashback to those categories that truly need assistance.

"Cashback helps certain categories of goods fight against imports. And, in my opinion, the Ministry of Economy should narrow cashback from all goods to those that are genuinely suffering from imports," Pidlasa noted.

For example, in the case of cheeses, the share of imported products on store shelves reaches 30–40%. The situation is even worse in the fast-moving consumer goods segment, where the share of imports is significantly higher. For such categories, a 10% return on the purchase price becomes genuine support for consumers and encourages them to choose Ukrainian brands.

Pidlasa emphasized that the cashback program has not only consumer but also fiscal benefits – it motivates people to shop at legal retail outlets, which increases tax revenues to the budget.

Cashback payments in 2025

According to official data, in the first eight months of 2025, the government spent about 3 billion hryvnias on cashback payments, which amounts to only 0.09% of all budget expenditures. Despite the small burden on the budget, this initiative causes controversy among politicians.

Pidlasa noted that the program has no negative impact on the economy and performs an important supportive function for domestic producers, especially in challenging market conditions.

"Cashback is not a gift but a tool for preserving jobs and the competitiveness of Ukrainian companies," the deputy concluded.

Discussing potential changes in the "National cashback" program reflects broader issues faced by Ukrainian producers in the context of increasing import competition. This initiative can become an important tool for supporting the domestic market, especially in sectors that have suffered the most from globalization.
