New Social Programs in Ukraine Trigger Declaration Requirements
According to Novyny.live: Ukraine is rolling out several new social initiatives—eBook (yeKnyha), School Package (Pakunok Shkolyara), and Veteran Sports (Veteranskyi Sport)—that come with mandatory declaration obligations. The National Agency on Corruption Prevention (NACP) has stressed that any social assistance provided as cash or electronic certificates must be reported. This update affects all citizens receiving financial support through these programs.

Under the revised rules, recipients of the eBook, School Package, and Veteran Sports benefits are required to declare them. The NACP confirmed that Ukrainians will file reports for the 2025 tax year in 2026. As of early March 2026, citizens had already declared UAH 32.4 billion in income earned during 2025, reflecting strong public engagement with the new declaration framework.
It is worth noting that individuals whose income, expenses, or purchased property value did not exceed UAH 166,400—equivalent to 50 subsistence minimums for able-bodied persons—may skip filing a declaration. This threshold is a key factor for social benefit recipients. The core rule is that social aid must be declared if it is monetized.

- whether the money is paid to the declarant or their family members.
