Prohibition of access to shelters. The Council introduced fines and criminal liability.
The Verkhovna Rada supported a draft law that provides for the introduction of administrative and criminal responsibility for violations of access to shelters. According to Deputy Interior Minister Bohdan Drapyaky, this will happen.
Within the framework of administrative responsibility, the following is provided:
- A fine of 1700 to 3400 hryvnias for lack of access to shelters. In the case of repeated violations, the fine will be from 5100 to 8500 hryvnias.
- A fine of 2550 to 5100 hryvnias for providing incorrect conditions for the maintenance and use of shelters, due to which they cannot be used. In the case of repeated violations, the fine will be from 5100 to 8500 hryvnias.
A new article 270-2 has also been added to the Criminal Code, which provides for imprisonment for 3 to 8 years for violations of the requirements for the maintenance and use of objects of the civil protection shelter fund, which led to the death of a person or other serious consequences.
The law also improves the mechanism of liability for ignoring the legal requirements of the State Emergency Service or creating obstacles to the work of this service.
Deputies believe that such changes are aimed at improving the conditions of shelters and ensuring safe access to them in case of danger.
Earlier, 'Glavkom' reported that the head of the housing and communal services department of the Podilsk district state administration was announced a suspicion of negligent performance of duties. He spent two million hryvnias on the repair of the shelter in the building, although these works were overvalued.
It should be noted that residents of Kherson have been protesting for a long Time against the construction of two large anti-radiation shelters in the city, which creates a threat to them.
