Ukraine's 2026 Disability Pension Reform: New Payment Rates for Groups I, II, and III.
Ukraine's New Disability Pension System
According to Novyny.live: New regulations for disability pensions will take effect in Ukraine in 2026. These reforms establish different payment percentages relative to the standard old-age pension for each disability group, alongside specific requirements for insurance history and necessary documentation. This overhaul represents a significant shift in the country's social security framework.
For non-working pensioners, the minimum old-age pension in 2026 has been set at 2,595 hryvnias. It is important to note that this minimum amount had not been adjusted in the previous two years due to the ongoing war. Under the new rules, individuals with a Group I disability will receive a pension equivalent to 100% of the old-age pension amount. Those in Group II will receive 90%, while Group III recipients will be entitled to 50% of the old-age pension rate.
Eligibility Requirements for Disability Pensions
To qualify for a disability pension, applicants must have a required insurance history, which ranges from one to 15 years depending on the citizen's age at the time their disability is certified. Disabilities are categorized into three groups: I, II, and III. These changes are designed to enhance the social safety net for people with disabilities in Ukraine.
The previous pension system for disabled individuals faced criticism for providing insufficient support, and these new rules could substantially impact the financial well-being of many Ukrainians. The reform also reflects government efforts to modernize social standards under challenging contemporary conditions, including the ongoing conflict. This initiative aims to improve the quality of life and societal integration for people with disabilities.
