Ukraine Announces Key Administrative and Social Reforms for February 2026.
New Ukrainian Regulations Effective February 2026
According to Novyny.live: Starting in February 2026, Ukraine will implement a series of new regulations concerning document apostilles, tax decision notices, and payments for children of internally displaced persons (IDPs). These reforms are designed to streamline bureaucratic processes and provide support for vulnerable segments of the population. These changes are part of ongoing efforts to modernize state services during a period of national recovery.
Reforms to Tax Notices and Document Apostilles
A new procedure for issuing tax decision notices will take effect on February 26, 2026, as established by Order No. 513 of the Ministry of Finance dated October 9, 2025. This measure aims to improve taxpayer services and enhance the overall efficiency of the tax system.
Separately, a new procedure for affixing an apostille to official documents will be introduced from February 1, 2026, in accordance with a decision by the Ministry of Justice of Ukraine. The fee for this service will be set at:
- 670 UAH for individuals
- 1,160 UAH for legal entities
Furthermore, beginning February 1, 2026, the monthly payment for children from IDP families will be set at 3,000 UAH. This adjustment is intended to assist families facing difficult circumstances due to the ongoing conflict. As stated by Danylo Hetmantsev,
“all children from IDP families will receive these funds.”
For context, the subsistence minimum for able-bodied persons in 2026 will be 3,328 UAH.
The introduction of these new rules in February 2026 is expected to contribute to improved social protection and simplified administrative procedures for Ukrainian citizens. These measures reflect the government's focus on social support, particularly for populations affected by the war.
