On August 19, 2025, the Verkhovna Rada supported the draft law on significant expansion of social support for families with children in the first reading. 290 members of parliament voted for this draft law.

How much they plan to increase childbirth payments

One of the key changes is the increase of the one-time assistance for childbirth to 50 thousand hryvnias. Previously, this amount was 41,280 UAH and was given in parts, but now it will be provided in one payment.

'The one-time payment for the birth of the first, second, or any subsequent child will increase to 50,000 UAH. Previously, this amount was 41,280 UAH, of which part was paid monthly. Now it will be paid as a lump sum,'
wrote MP Yaroslav Zheleznyak on his Telegram channel.

What else the draft law provides

The draft law also stipulates that pregnant women without insurance experience will be able to receive 7,000 UAH per month.

A care allowance for the child until the age of one is established for relatives and guardians of the child at the rate of 7,000 UAH per month.

'The proposed amount is 7,000 UAH per month, but the exact amount will be determined by the Cabinet,'
MP Oleksiy Honcharenko clarified.

Support for working parents is also provided through the 'eYasla' program. This program will allow paying the ЕСВ for one of the parents who temporarily stays at home with the child, and compensating expenses for caring for children from 1 to 3 years old — up to 8,000 UAH per month.

  • The baby package will remain and become more flexible, available from the 36th week of pregnancy.
  • Parents of every first-grader will receive 5,000 UAH one-time for preparing for school, regardless of family income.

Thus, this draft law covers both support during pregnancy and assistance to parents in the first years of the child's life and during school preparation.

After the second reading, this law may ultimately come into force.

The parliament adopted a draft law on increasing social support for families with children, which provides for a significant increase in childbirth payments, assistance to pregnant women without insurance experience, and compensation for expenses related to caring for babies up to three years old. The draft law also provides support for parents in preparing their children for school.
