Shelling of Kramatorsk, Zelensky's speech at the UN General Assembly. Highlights of September 25.
In the center of Kramatorsk, there was shelling by the occupiers. The attack resulted in the destruction and damage of apartment buildings. As a result of the attack, two people were killed, and 19 were injured.
Zelensky's speech at the UN General Assembly
In New York, Ukrainian President Volodymyr Zelensky today delivered a speech at the United Nations General Assembly. He called attention to issues of ending the war, energy and nuclear security, deportation of Ukrainians, and other matters.
The President emphasized that any missile or drone strike, as well as a critical accident in Ukraine's energy system, could lead to a nuclear catastrophe. He also thanked the Assembly members for supporting the resolution on the safety of nuclear facilities in Ukraine, which was adopted in July this year.
Referring to attacks on Ukrainian power plants and the energy network by Russia, Zelensky stressed that this threatens nuclear safety. Russia has already destroyed all thermal power plants and a significant portion of Ukraine's hydroelectric capabilities.
The government changed the size of payments in case of death or injury of military personnel
The Cabinet of Ministers increased the monetary compensation for injuries received by military personnel of Ukraine's Armed Forces in I-III disability groups. Payments to families of fallen soldiers were also increased. It is important to note that this does not apply to combat actions.
The one-Time financial assistance will be as follows:
- in case of death or being declared missing - from the date of death stated in the death certificate or from the date of the court's legal decision to declare the person missing;
- in case of establishing disability - from the date stated in the medical and social expert commission certificate.
The one-time financial assistance is paid to the family members of the deceased (deceased) defender of Ukraine in the amount of 750 living wages, which is 2,271,000 hryvnias. This is the living wage amount as of January 1 of the year in which the persons died.
Putin again threatens with nuclear weapons
Russian dictator Vladimir Putin held a Security Council meeting on nuclear deterrence. He stated that Russia could resort to using nuclear weapons after a massive missile and drone launch through the Russian border.
Putin emphasized that the Russian Federation reserves the right to use nuclear weapons in the event of aggression against Russia and Belarus. He also noted that Russia could use nuclear weapons in the event of aggression if the enemy, using conventional weapons, creates a critical threat. Furthermore, Putin proposes to consider the aggression of a non-nuclear state involving a nuclear one as a joint attack on Russia.
Russia installed Starlink on 'Shahed'
The Russian armed forces installed SpaceX's Starlink connection on the 'Shahed-136' military facility and destroyed it. Photographs published by the media show the satellite antenna and serial numbers, which could help in the investigation.
This connection can be used to transmit gathered information by the enemy, for example, about the positions of the Ukrainian air defense complex or to transmit images if the drones are equipped with cameras.
