According to ТСН: On the night of January 9, during a massive shelling of Kyiv by the Russian army, a security guard of an underground parking lot, which is a civil protection facility, prohibited people from hiding in the premises. The 61-year-old man did not allow people into the shelter where cars were parked.

According to Kyiv police, the security guard believed that during an alarm, citizens should only remain on the transport entry and turnaround area.
