Human Rights Violations at the Uzhhorod Regional Military Recruitment and Social Support Center

According to Novyny.live: Authorities have reported human rights abuses at the Uzhhorod District Territorial Center for Recruitment and Social Support (known as the RTCC and SP), including the illegal detention of civilians and the use of handcuffs to restrain them. As a result, several officials at the facility have been formally notified of suspicion, and the investigation remains ongoing. This case marks a significant step in holding military recruitment personnel accountable for misconduct.

Specifically, on June 4, 2026, the acting head of the Uzhhorod RTCC and SP, along with the head of the military registration unit, were notified of suspicion. Additionally, an instructor at the center was charged with torturing a person liable for military service. All individuals involved have been detained, and authorities are currently considering pretrial restrictions.

Official Response

Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, commented on the situation, stating that case materials had been forwarded to law enforcement agencies and that initial procedural decisions have already been made. His office played a key role in bringing these violations to light.

'Our position is clear: accountability must be inevitable. For everyone—regardless of position, rank, or status!'

As part of this case, additional inspections have been launched at the regional level. Specifically, the actions of officials from the Zakarpattia Regional RTCC and SP, as well as the work of the 'West' Operational Command commission, are under scrutiny. These measures aim to identify and prevent similar violations in the future.

This situation at the Uzhhorod RTCC and SP underscores the critical importance of upholding human rights in state institutions, particularly in the context of military service. The response from the Ombudsman and law enforcement bodies reflects a serious commitment to investigating such cases, potentially signaling to other regions the need for rigorous oversight and compliance checks. Incidents like these can significantly impact public trust in government authorities and the armed forces—a factor that remains essential under current conditions.
