Ombudsman Reports Unsanitary Conditions at Bila Tserkva Recruitment Center.
Human Rights Violations Found at Bila Tserkva Recruitment Center
According to Novyny.live: Following a monitoring visit on December 4, 2025, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets reported serious human rights violations at the Bila Tserkva Territorial Recruitment Center (TRC). The inspection uncovered major issues, including unsanitary conditions and a lack of proper facilities for individuals present at the center.
Official findings confirm violations concerning the rights of Ukrainian citizens at the Bila Tserkva TRC. Dmytro Lubinets stated that the premises provide insufficient and uncomfortable conditions, demonstrating a disregard for people's rights. Based on these results, an official response has been prepared.
Public Scrutiny as a Tool for Change
'The only instrument that forces authorities to react quickly is publicity. It is public exposure. It is the reaction of media representatives. It is the reaction on social networks,' Lubinets emphasized.
The Ombudsman also stressed the critical role of public attention in resolving such issues. He believes these measures can help improve conditions at the Bila Tserkva TRC and protect human rights. These centers, responsible for military conscription and mobilization, have faced increased scrutiny since the full-scale invasion.
The violations identified at the Bila Tserkva TRC highlight the vital need for monitoring conditions in such institutions. The absence of proper facilities can have serious consequences for the physical and mental health of citizens seeking assistance from recruitment centers. The Ombudsman's response and the dissemination of information about these problems could serve as a catalyst for systemic reform, ensuring better human rights protection across Ukraine.
