Ombudsman's Call for Bodycams

According to Novyny.live: Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, is calling for the mandatory introduction of body-worn cameras for staff at Territorial Recruitment Centers (TRCs). During a session of the Temporary Investigative Commission on February 9, Lubinets stated that bodycams are currently neither widespread nor compulsory for these officials.

Lubinets pointed out that during investigations into incidents, checks have revealed that TRC staff either lacked bodycams or the devices were not functioning. He attributed this situation primarily to a lack of funding.

'As of today, it is certain that not all notification groups have bodycams. Right now, bodycams are not a widespread phenomenon,' noted Ombudsman Dmytro Lubinets.

He further emphasized that in the absence of bodycam footage, the accounts provided by citizens should be given primary consideration.

'I believe that if there is no video from bodycams, the words of citizens should automatically be taken into account, and not the other way around,' added Lubinets.
The Ombudsman stressed the importance of making bodycams a mandatory component of TRC operations.

Benefits of Implementing Bodycams

Introducing bodycams into the work of Territorial Recruitment Centers could significantly increase transparency and public trust in these institutions. This measure would also aid in investigating incidents and protecting citizens' rights.

Despite current funding challenges, it is crucial to find resources for this modern technology. The move is seen as a step that could positively impact the quality of services provided by TRCs and their interaction with the public, especially during a period of national mobilization.
