State Pension Benefits for Ukrainian Citizens with Disabilities

According to Novyny.live: Ukrainian citizens with disabilities are entitled to state pensions, with the amount determined by their assigned disability group. Significant changes to the minimum payment amounts are scheduled to take effect on March 1, 2026. Under the planned reforms, the minimum pension payment for persons with disabilities will be set at 2,595 UAH. These adjustments are part of ongoing social protection reforms in Ukraine.

The disability pension is calculated as a percentage of the standard old-age pension:

  • 100% for Group I
  • 90% for Group II
  • 50% for Group III

For military personnel with disabilities, the payment amount depends on the cause of disability and can range from 60% to 100% of their monetary allowance.

Minimum Pensions for War and Chornobyl-Related Disabilities

Separate minimum pension amounts are established for individuals disabled as a result of war:

  • Group I — 16,847 UAH
  • Group II — 13,822 UAH
  • Group III — 9,478 UAH
  • Combat participants — 5,528 UAH

Furthermore, starting March 1, 2025, minimum pensions for individuals disabled due to the Chornobyl disaster will be:

  • Group I — 9,855.71 UAH
  • Group II — 7,884.57 UAH
  • Group III — 6,077.69 UAH

From March 1, 2026, the projected amounts for Chornobyl-related disabilities are:

  • Group I — 11,048.25 UAH
  • Group II — 8,838.60 UAH
  • Group III — 6,813.09 UAH

For Chornobyl disaster liquidators, the minimum pension will be:

  • Group I — 20,653.55 UAH
  • Group II — 16,522.84 UAH
  • Group III — 12,392.13 UAH
According to Ukraine's Pension Fund, 'the minimum pension payment for persons with disabilities cannot be lower than the subsistence minimum established for individuals who have lost their ability to work.'

The Fund also states that 'for persons disabled due to war, the minimum pension payment cannot be less than: for Group I — 16,847 UAH, Group II — 13,822 UAH, Group III — 9,478 UAH, and for combat participants — 5,528 UAH.'

Consequently, the changes coming in 2026 are expected to substantially impact the financial situation of people with disabilities in Ukraine, aiming to provide them with necessary support and a dignified standard of living.

The planned reforms to the disability pension system represent a significant step toward improving social protection for this vulnerable segment of the population. Increasing the minimum pension payments can lead to better financial stability for individuals with disabilities, which in turn may enhance their quality of life and social integration.
