According to Article 7, Clause 6 of Ukraine’s Law 'On State Social Assistance to Persons Without Pension Rights and Persons with Disabilities,' clear criteria exist for the surcharge for solitary seniors aged 80 and older. The supplement for pensioners aged 80+ equals 40% of the subsistence minimum for individuals who have lost their ability to work, which currently amounts to 1,038 hryvnias per month. In 2025, the subsistence minimum was set at 2,361 hryvnias, and it is projected to rise to 2,595 hryvnias in 2026.
Requirements for Receiving the Surcharge
To qualify for this extra payment, seniors over 80 living alone must fulfill several conditions:
- The individual must be receiving either an old-age pension or a military pension.
- A medical advisory commission (LKK) must confirm the need for constant external care.
Applying for this assistance requires submitting specific documents, including:
- A completed application form.
- A medical certificate from the LKK confirming the need for ongoing care.
- A declaration of income and property status, along with family composition details.
- A passport and taxpayer identification code.
Ukraine’s social payment system thus offers elderly citizens a means to secure additional financial aid, which plays a vital role in protecting this vulnerable group.
