Why Ukraine Cannot Hold Its First Postwar Elections Now
According to TSN.ua: Ukraine intends to hold its first elections since the war began, but faces major obstacles that make organizing them extremely difficult. The head of Ukraine's Central Election Commission, Oleh Didenko, emphasizes that arranging elections in the near term is virtually impossible. The primary barriers are widespread infrastructure destruction and the massive displacement of the population.
Currently, approximately 5.8 million Ukrainians are abroad, while around 800,000 are serving in the military. This creates significant challenges in determining voter eligibility and participation. Furthermore, nearly 2,000 of Ukraine's more than 30,000 polling stations have been damaged or destroyed, further complicating the logistics of voting. Public opinion reflects these hurdles: only 9% of Ukrainians are prepared to vote before a ceasefire, while 57% believe elections are only possible after hostilities have ended.
The Challenges of Organizing an Election
Oleh Didenko notes that updating Ukraine's voter registry and properly preparing for elections will require a substantial amount of time. He also stresses that
"we are working to ensure safe and legitimate elections, but the organizational problems at the moment are enormous"— Oleh Didenko.
Didenko highlights the necessity of creating proper conditions for safe voting, which would also give the president greater leverage in negotiations.
"We need to restore infrastructure to ensure the possibility of voting for all citizens"— he stated.
Security remains a pivotal factor. "Without a cessation of hostilities, it is impossible to ensure legitimate voting," the CEC head emphasizes. This indicates that for elections to be held in Ukraine, serious issues related to security, infrastructure, and citizen participation in the electoral process must first be resolved. Holding a credible vote during an active war is a profound challenge for any democracy.
Amid the ongoing conflict and extensive devastation, the question of holding elections in Ukraine is not only a political but also a profound social challenge. Restoring infrastructure and ensuring security are critically important for legitimizing any electoral process. Without adequate conditions, citizen participation could be severely limited, which would impact the results and public trust in them.
