Tracy published an audio recording of a conversation with her brother six days after his arrest. Dekarlos claims that 'the government implanted foreign materials in his brain that controlled his actions during the attack on the Ukrainian woman with a knife.'
It turned out that Brown has schizophrenia and believes that these materials made him commit a brutal attack without any prior conflicts.
'I hurt my arm when I hit her. I didn’t even know her. We never communicated. It’s terrible, why would someone do this without a visible reason?' - explained the suspect.
