Scope of Utility Discounts
Combat veterans are eligible for a 75% discount on payments for housing maintenance, heating, electricity, gas, cold and hot water, and household waste removal. Furthermore, veterans with a war-related disability are entitled to 100% compensation for housing and utility costs within established consumption norms. This provides substantial financial relief for those requiring enhanced social guarantees.
According to Ukraine's Law 'On the Status of War Veterans and Guarantees of Their Social Protection,' the subsidy calculation for rent and heating considers an area not exceeding 21 square meters per resident, plus an additional 10.5 square meters for the entire household. This formula helps determine the discount amount efficiently and ensures its fair application.
To apply for these benefits, combat veterans must submit an application to the Ukrainian Pension Fund authority or a Center for Administrative Services (ЦНАП). The required application documents include:
- passport;
- taxpayer registration number (РНОКПП);
- combat participant identification certificate;
- bank account details.
This procedure aims to streamline access to benefits and ensure veterans receive the social protection they are due.
