EU and US Outline Five-Point Blueprint for Ukraine's Post-War Recovery
According to UATV: The European Union, the United States, and Ukraine are finalizing a Prosperity Plan to guide the nation's reconstruction after the war. This framework, based on a needs assessment by the World Bank, establishes five core areas designed to foster long-term development. The plan represents a significant Western commitment to Ukraine's future stability and economic integration.
Implementation of the Prosperity Plan is contingent upon a ceasefire being established. A crucial part of this process involves continued cooperation between the EU, the US, and Ukraine, alongside Kyiv's execution of necessary reforms. Ursula von der Leyen noted that Ukraine has already completed 63 out of 68 reforms required for EU accession, demonstrating substantial progress toward European integration.
Core Pillars of the Recovery Plan
The Prosperity Plan is structured around five key pillars:
- Business climate reforms
- Integration into the EU single market
- Large-scale investment mobilization
- Donor coordination mechanisms
- Foundational governance reforms
Ukrainian President Volodymyr Zelenskyy stated that work on the prosperity agreement is ongoing, with final approval pending technical details. During the Davos meeting, he emphasized that ratification must occur in both the U.S. Congress and Ukraine's parliament.
