Changes in Ukrainian Legislation on Donor Benefits

According to Novyny.live: Starting January 25, 2026, Ukraine has rolled back certain privileges for donors, including monthly pension supplements. These changes stem from amendments to the Law of Ukraine 'On Safety and Quality of Donor Blood and Blood Components,' which took effect on that date. The move is part of broader efforts to adjust social benefits amid economic pressures.

Benefits Being Eliminated

As of January 25, 2026, the following donor-related benefits will no longer be available in Ukraine:

  • temporary disability assistance related to illness;
  • a special supplement to scholarships for student donors;
  • a monthly pension supplement for honorary donors.

However, Ukrainians who were recognized as Honorary Donors before 2026 will still receive financial aid.

The pension supplement was set at 10% of the subsistence minimum per person. In 2026, this bonus amounts to 321 hryvnias, while the minimum pension in Ukraine has been 2,595 hryvnias since January 1, 2026. The country's pension indexation for 2026 was already applied on March 1.

These legislative changes have impacted social guarantees for Ukrainians, particularly donors, sparking public concern.

The elimination of donor benefits reflects broader trends in Ukraine toward optimizing social spending during a period of economic hardship.

The government must strike a balance between supporting vulnerable groups and reducing budget expenditures. This decision is likely to fuel societal debate, as it touches on the rights and social protections of citizens who actively engage in volunteer initiatives like blood donation.
