According to inkorr.com: The National Bank of Ukraine plans to introduce taxation on international packages up to 150 euros. This concerns purchases on foreign platforms, including AliExpress, Temu, Amazon and Shein, which are currently delivered duty-free. This was reported by the publication 'Vchasno'.

Why the NBU supports taxing packages up to 150 euros

The regulator believes that the existing exemption encourages the import of unnecessary goods and complicates the situation on the foreign exchange market. In the first nine months of 2025, the current account deficit reached 24.9 billion dollars. The NBU believes that a certain part of this imbalance is related to the active import of small orders from abroad.

Currently, Ukrainians can receive international packages without paying duties if their value does not exceed 150 euros. The NBU's proposal involves abolishing this limit. The report states:

“The introduction of taxes on such purchases would reduce the outflow of currency and support macro-financial stability.”

How this will affect consumers

  • small orders may become more expensive;
  • a reduction in the import of unnecessary goods is expected;
  • competition for Ukrainian retail will increase.

Institutions note that this initiative is not yet a bill, but aims to create a dialogue about balancing the accessibility of imported goods and the financial stability of the country in wartime conditions.

The NBU previously also proposed revising , luxury items and other goods that are not critically important for the economy. This is part of comprehensive measures aimed at reducing consumer imports and increasing budget revenues without harming strategic areas.

The introduction of taxation on international packages may significantly change the situation in the market, as the approval of such initiatives is an important step towards improving currency stability. In wartime conditions, the issues of import and accessibility of goods are becoming increasingly relevant, so domestic consumers should closely monitor the further development of this topic.
