Ukrainian Police Salaries to Rise in 2027: New Pay Scales and Allowances Approved.
Bill No. 6506-1: Overhaul of Police Compensation System
According to Novyny.live: Ukraine has passed Bill No. 6506-1, which reforms how police officers are paid by introducing updated salary conditions. The legislation was reviewed and approved by the Verkhovna Rada on June 10. It will take effect on January 1, 2027, allowing time for authorities to prepare for the changes in law enforcement compensation. This reform is part of broader efforts to modernize Ukraine's police force and improve working conditions.
Key Pay Structure Changes
Under the new law, the minimum base salary for a police officer will be set at no less than 10 times the subsistence minimum for able-bodied individuals. In 2026, that subsistence minimum is projected at 3,328 hryvnias. As a result, the minimum base pay for officers will reach at least 33,280 hryvnias. Additionally, the legislation introduces a monthly seniority bonus ranging from 5% to 50% of the base salary, depending on years of service.
The core principles guiding police pay include:
- ensuring adequate financial support;
- accounting for the complexity, intensity, and risks of police work;
- encouraging professional duty performance;
- attracting and retaining skilled personnel.
A police officer's salary will consist of several components:
- base salary;
- salary for special rank;
- monthly additional allowances;
- bonuses;
- one-time additional payments.
Seniority bonuses are structured as follows:
- 5% for 1-2 years of service;
- 10% for 2-4 years;
- 15% for 4-7 years;
- 20% for 7-10 years;
- 25% for 10-13 years;
- 30% for 13-16 years;
- 35% for 16-19 years;
- 40% for 19-22 years;
- 45% for 22-25 years;
- 50% for over 25 years of service.
These measures aim to improve police working conditions and boost motivation for carrying out duties.
Adopting this bill marks a significant step in reforming Ukraine's law enforcement system, as it is designed to create more competitive working conditions for police officers.
The salary changes could enhance professionalism and efficiency among law enforcement personnel, which in turn may improve public safety across the country. Given the planned implementation timeline, government bodies will have the opportunity to prepare for the new measures, including securing necessary funding and training staff.
