According to Novyny.live: In Ukraine, individuals liable for military service have the option to update their registered address, but only before a draft notice is dispatched by the Territorial Center for Recruitment. Once the notice has been mailed, altering your address will not change the situation. This is a critical detail to understand under the current general mobilization.
By law, draft notices are sent to the address that conscripts or reservists provided when they first registered for military service. Therefore, if a person changes their address before the notice goes out, it could be a strategic move. However, after the notice has been sent, any address change is meaningless. As expert Yuriy Ayvazyan explained,
“If you had changed your address before the draft notice was sent, it would have made sense, but changing it after the notice has been dispatched does not, in general, render the actions of the TCC illegal.”
Obligations of Those Liable for Service
Additionally, anyone who receives a draft notice while on sick leave must inform the Territorial Center for Recruitment of their illness within three days. This rule ensures that health-related emergencies are promptly reported to the relevant authorities.
Under the new mobilization rules, draft notices can be delivered not only at a person's home address but also in any public place, including at checkpoints. This significantly broadens the options for serving notices and boosts the efficiency of the mobilization process.
