During martial law, departure abroad was closed for all men aged 18 to 60.
However, some citizens had the chance to cross the border under the 'Shlyakh' system, for example, as drivers of companies engaged in international cargo and passenger transportation.
Who and how will be punished for overdue return to Ukraine
Lawyer Yuriy Aivazyan explained that for violating these deadlines, sanctions are provided for enterprises where the violators work.
'If a person stays abroad longer than permitted, Ukrtransbezpeka may prohibit access to the Unified Information System for three months',
— explained the lawyer.
The enterprise bears responsibility for violating deadlines, while drivers are not penalized for it.
'The law does not provide for any responsibility for the driver for overdue return',
— added the lawyer.
Some citizens had the opportunity to leave Ukraine during martial law under the 'Shlyakh' system, which allowed temporary stay abroad, especially for drivers of international carriers. The lawyer emphasized that sanctions for overdue return may be applied to enterprises where the violators work, but no responsibility is foreseen for the drivers themselves.Read also
