Moscow’s Stance on Peace Negotiations
According to Espreso.tv: On June 23, 2023, Russian President Vladimir Putin announced that Russia is ready to engage in peace negotiations with Ukraine, citing the 'Istanbul protocols of 2022' as a foundation. He stressed that any future talks must account for 'realities on the battlefield.' At the same time, Moscow is insisting that Ukraine abandon its aspirations to join NATO—a condition that directly clashes with Kyiv’s strategic interests. This statement comes amid ongoing military hostilities and territorial disputes that have defined the conflict since 2022.
Previous talks between Ukraine and Russia took place in Turkey from March to April 2022, but they collapsed on April 15 without a consensus. During those discussions, Russia demanded recognition of its annexation of Crimea and the 'independence' of the self-proclaimed 'LPR' and 'DPR.' According to the Institute for the Study of War (ISW), the terms put forward by Moscow would have permanently barred Ukraine from NATO membership, triggering serious alarm among Ukrainian leaders.
Demands and Positions

- repeal of laws related to the Russian language;
- Kyiv’s renunciation of Crimea and occupied territories.

Ukrainian Foreign Minister Dmytro Kuleba noted that the sides only outlined their positions and did not sign any legally binding documents.
As a result, despite Putin’s declared readiness for talks, significant gaps remain between Ukraine’s and Russia’s stances, making a peace agreement highly challenging to achieve.
Putin’s announcement of openness to negotiations might be interpreted as an effort by Russia to project flexibility on the global stage, yet Moscow’s demands continue to be unacceptable to Kyiv. With ongoing military aggression and the annexation of Ukrainian territory still in play, the outlook for peace talks remains bleak. The international community’s role in supporting Ukraine’s sovereignty and territorial integrity remains crucial.
