According to UATV: Established in 2023 under the auspices of the Council of Europe, the Ukraine Damage Registry has now received 100,000 claims from individuals seeking compensation for harm inflicted by Russian aggression. This international mechanism is a key part of the effort to document war crimes and provide a path to redress. Applicants are reporting a wide range of war-related impacts, including deaths, injuries, torture, forced displacement, and the damage or destruction of property.
Claim Categories
The registry is processing claims across several distinct categories of harm:
- Death or injury
- Torture
- Sexual violence
- Forced displacement
- Damage or destruction of property
- Other forms of harm
Officials stress that the number of claims filed represents only a portion of the total damage sustained. As noted by Markiyan Klyuchkovskyy,
"this figure covers only part of the damage inflicted".
Further progress on the compensation issue was marked by the signing of the Convention on the establishment of an International Commission on December 16, 2023. This body is intended to advance work on reparations and compensation for affected Ukrainians. The scale of the 100,000 claims underscores the profound human cost of the war and the critical need for sustained international cooperation to support victims and hold perpetrators accountable.
