The following categories of citizens are entitled to fish without charge:

• Children under 16 years of age;
• Individuals with Group I or II disabilities;
• Cleanup workers of the Chornobyl nuclear disaster classified in Category I or II.

These groups can fish for free even on paid fishing grounds, ensuring access regardless of their financial situation.

Anglers must follow several key rules. The number of hooks per person is limited to five, which helps regulate the catch. The daily catch limit is up to 3 kilograms of fish, plus one trophy fish of an allowed size. These restrictions aim to preserve fish populations and maintain ecological balance in the waters.

Seasonal restrictions also apply. For example, from June 1 to July 31, catching shrimp is prohibited in the Black Sea, and mussels cannot be harvested until the end of August. These measures protect marine life during spawning and recovery periods. Additionally, starting June 10, fishing is permitted in reservoirs where it was previously banned, opening up new locations for anglers.
