ISW Report Counters Kremlin Claims, Shows Russia Lost 8% of Occupied Ukrainian Land

According to TSN.ua: A new report from the Institute for the Study of War (ISW) directly challenges the Kremlin's narrative of a collapsing Ukrainian defense. The analysis presents data on Russia's territorial losses, revealing a significant reduction in its control over Ukrainian territory. At the peak of its gains in March 2022, Russian forces occupied 26.16% of Ukraine's land. However, by the end of April 2022, that figure had already shrunk to 20.21%. Russia's territorial control then decreased further to 17.84% by the end of 2022.

Throughout 2023 and 2024, Russia's control remained relatively stable, fluctuating between 17.9% and 18.52%. Yet, by the end of 2025, Russian control had increased to 19.32%. This data indicates that, despite claims from Russian military leadership, the actual situation on the ground does not match their optimistic forecasts. For instance, Valery Gerasimov claimed Russian forces seized over 300 square kilometers in the first two weeks of January 2026. However, ISW analysts documented that the Russian army only expanded its presence by 73.82 square kilometers between December 31 and January 13.

Debunking Kremlin Narratives

Statements from Russian officials often appear exaggerated. Dmitry Peskov noted that

"Ukraine's decision-making corridor is narrowing,"
while Gerasimov expressed confidence in
"the inevitable victory of the aggressor country."
ISW analysts point out that these assertions are part of a Kremlin pattern of public disinformation, casting serious doubt on their credibility. Independent military analysts like ISW provide a crucial counterpoint to official Russian war propaganda.

Consequently, the ISW report demonstrates that Russia's actual control over Ukrainian territory and its dynamics do not align with the Kremlin's narratives, underscoring the continued resilience of Ukraine's defense efforts.

This analysis highlights the critical need for objective frontline assessment, as information operations can heavily manipulate public perception. Understanding the true state of affairs is essential not only for evaluating military effectiveness but also for shaping the international support Ukraine relies on in its fight for territorial integrity. Given the war's protracted nature, such independent analyses are vital for formulating sound strategic and policy decisions.
