According to inkorr.com: The Main Service Center of the Ministry of Internal Affairs, together with the Cyberpolice, reported an increase in the activity of fraudsters offering to 'buy' medical certificates for drivers without the need for a medical examination. Such ads can be seen on social media, messengers, and on suspicious websites. The fraudsters promise 'official documents registered in the database' or 'certificates without commission.'

The Ministry of Internal Affairs Warns: A Medical Certificate Can Only Be Obtained from a Licensed Institution

A medical certificate for drivers is issued exclusively in accredited medical institutions that have the appropriate license. No intermediaries or online services have the right to issue such documents.

The Ministry of Internal Affairs emphasizes that undergoing a medical examination is an important element of road safety, and the aim of obtaining a certificate is not to create inconvenience for drivers, but to prevent accidents.

How Fraudsters Operate with Fake Medical Certificates

The Cyberpolice has recorded numerous cases of phishing websites masquerading as the official pages of state bodies or medical centers. People, trusting these resources, enter their personal data and pay for 'services.'

As a result:

  • citizens lose money;
  • personal data, such as passports and bank card details, fall into the hands of fraudsters;
  • the documents obtained are forged and have no legal force.

"After payment for pseudo-services, the fraudsters disappear or send fake certificates. Using such documents entails administrative or criminal liability," the Ministry of Internal Affairs notes.

Criminal Liability for Forged Medical Certificates

The use of fake medical documents falls under part 4 of Article 358 of the Criminal Code of Ukraine. Possible punishments include:

  • a fine of up to 50 non-taxable minimums;
  • arrest for up to six months;
  • restriction of liberty for up to two years.

How the Ministry of Internal Affairs Detects Forged Documents

Despite the attempts of fraudsters to bypass the system, employees of the service centers of the Ministry of Internal Affairs regularly detect forged medical certificates during the acceptance of documents. Even the slightest doubt about the authenticity of the document warrants a thorough check.

Recently in Lviv, during the driving license examination, an employee of the Ministry of Internal Affairs center found a fake certificate from a young man born in 2005. This information was immediately reported to law enforcement.

It was also reported earlier that Ukraine plans significant changes to the medical control system for drivers, in particular, the introduction of a digital alternative to the usual paper certificate form 083/O.

It is important for drivers to understand that attempting to obtain a medical certificate through fraudulent schemes can lead to serious consequences for both their financial security and legal obligations. The Ministry of Internal Affairs strongly warns citizens against turning to unreliable sources, emphasizing the importance of obtaining documents only from licensed medical institutions.
