His name is Volodymyr Polupoltinnykh, and he is the commander of a unit in eastern Ukraine. According to the SBU, the participant of the '6th Separate Cossack Motorized Rifle Regiment of the LPR' actively participated in the torture of Ukrainian prisoners of war, in particular personally cutting the letter 'Z' on the forehead of one of them.

Polupoltinnykh's Activities

Polupoltinnykh, who resides in the Luhansk region, joined the militants back in 2014. He has been charged with violations of the laws and customs of war, which is a serious violation of international law. These actions clearly contradict international norms regarding the treatment of prisoners of war.
