The first phase involves restricting the functionality of Starlink terminals when they are moving at speeds exceeding 75-90 km/h (approximately 47-56 mph). Starlink, a satellite internet system developed by SpaceX, has become a critical tool for military communications in the conflict.
Russia is reported to have smuggled in over 50,000 Starlink terminals, which had allowed its forces to maintain communications and coordinate troop movements. The new speed restrictions are also expected to negatively impact the established smuggling networks supplying this equipment to the Russian army. Military analysts believe this step strikes at key Russian capabilities: it hampers real-time tracking of their own troop movements, halts live battlefield video feeds used for fire correction, and severs a secure communication channel that had proven resistant to standard electronic warfare jamming.
Streamlined Verification for Ukrainian Military
In a parallel move, Ukraine's Ministry of Defense has simplified the verification procedure for Starlink terminals used by its own service members. This will reduce security risks and improve oversight of the technology's use within Ukrainian ranks. For civilian citizens, the requirement to verify their terminals through Administrative Service Centers (ASCs or TsNAPs) remains in place. These combined actions demonstrate a focused effort by Ukrainian forces to degrade Russian military effectiveness by targeting and controlling modern communication technology.
