Ukrzaliznytsia's '3,000 Kilometers Across Ukraine' Initiative

According to Novyny.live: In December 2022, Ukraine's state railway company, Ukrzaliznytsia, launched a social support program called '3,000 Kilometers Across Ukraine'. This initiative provides subsidized travel, but participation is restricted to specific groups. Only individuals who can activate a 'Dia.Pidpys' (Diia.Sign) digital signature are eligible to purchase tickets under this scheme.

Required Documentation for Activation

To use the program, applicants must possess one of three specific documents to complete the activation process. The accepted documents are:

  • A Ukrainian citizen's passport in the form of an ID card,
  • A passport for traveling abroad,
  • A permanent residence permit.

This procedure is governed by Cabinet of Ministers of Ukraine Decree No. 785, which regulates the provision of the '3,000 Kilometers Across Ukraine' service.

A significant barrier exists for those whose passport information is not recorded in the Unified State Demographic Register. These individuals cannot generate the required 'Dia.Pidpys', which prevents them from accessing the benefits of the social initiative. This highlights a potential digital divide affecting citizens with outdated registry data.

Consequently, the '3,000 Kilometers Across Ukraine' program has clearly defined eligibility criteria that impact its availability to the broader public. The program aims to support citizens during a period when domestic travel can be challenging. However, the prerequisite of a 'Dia.Pidpys' and specific documentation narrows the pool of potential beneficiaries, underscoring the importance of digital service accessibility and up-to-date personal records for Ukrainian citizens.
