According to TSN.ua: According to journalist Vitaliy Portnikov, Ukraine has not received any real security guarantees from the United States or NATO. In Portnikov’s view, the so-called American security guarantees are nothing more than 'another phantom, a fabrication.'

Portnikov also recalled that former German Chancellor Angela Merkel repeatedly addressed this issue. In one notable instance, she stated:

'Vladimir, as long as I am Chancellor, Ukraine will not join NATO. Don’t worry, your security in no way depends on Ukraine. Leave Ukraine alone.' – Angela Merkel
