The Minister of Digital Transformation Mykhailo Fedorov announced that starting from 2025, Ukrainians will have the opportunity to file a claim for compensation for crimes committed by the Russian Federation. The Ministry of Digital Transformation plans to launch 45 categories of compensation claims in the first half of 2025.
Fedorov emphasized that among the claims, cases will be considered where people were forced to leave their homes, where harm was done to lives and health, and where cars and other types of damage were destroyed.
The registration of damaged residential buildings started in April 2024. The most claims were received from Donetsk, Kharkiv, and Kherson regions.
Fedorov stressed that this is an important mechanism that is the basis for future reparations. The more claims filed, the clearer the world will understand the damage that Russia has inflicted on Ukraine.
Most common reasons for submitting claims:
- combat actions in the front or frontline zone;
- artillery shelling;
- aerial attacks;
- occupation of a settlement;
- destruction of the Kakhovka Hydroelectric Power Station.
Currently, G7 leaders are seeking legal ways to demand from Moscow compensation of over $486 billion, which Russia is obligated to pay to Ukraine. Russian opposition figure Ilya Ponomaryov stated that a democratic Russia after the fall of Putin's regime will pay reparations, punish those guilty of war crimes, and return occupied lands not only to Ukraine.
The Council of Europe in Strasbourg recognized the destruction of cultural heritage in Ukraine during the full-scale war with Russia as a violation of international humanitarian law. The Congress of Local and Regional Authorities adopted a declaration regarding the destruction of Ukrainian cultural heritage.
