These fines are issued directly by the TRC, with violators receiving official notification in person in the form of a written decree. A critical point is that these notifications are not sent electronically through platforms like the 'Diia' portal or other government service apps. Legal experts emphasize the procedure: 'The decree must be handed over personally against a signature or sent by postal mail.'
