Fines for Evading Military Service in Ukraine: Costs and How to Appeal

Ukraine's Mobilization Regulations

According to Novyny.live: Ukraine has implemented stricter mobilization rules, which include financial penalties for violations of military registration. Territorial Recruitment Centers (TRCs) can issue summonses without limitation, and fines for ignoring them can accumulate, creating significant financial burdens for those eligible for service. These measures are part of the nation's ongoing effort to bolster its defense forces.

Fines for breaching military registration rules range from 17,000 to 25,000 hryvnias. For repeat offenses, individuals can face escalating administrative penalties. An initial fine of 8,500 hryvnias represents 50% of the base amount. If this fine remains unpaid after 20 days, it doubles to 17,000 hryvnias. Failure to pay for another 20-day period results in the penalty increasing again, reaching 34,000 hryvnias.

Summonses from TRCs and other authorized bodies are issued to ensure individuals fulfill their military duty.

She also noted that while the law does not specify an 'unlimited' number of summonses, in practice, the repeated issuance of summons by recruitment centers is standard procedure.

Paying Fines Online

For those wishing to pay a TRC fine online, the process involves a few straightforward steps:

  • First, install the 'Reserve+' application.
  • Then, navigate to the 'Fines Online' section and submit an application acknowledging the violation.

The TRC reviews the application within three days and sends a formal ruling.

Therefore, adhering to military registration rules is crucial to avoid substantial financial penalties associated with these fines.

The introduction of enhanced mobilization rules and fines for registration violations is part of the Ukrainian government's broader strategy to ensure military readiness amid a prolonged conflict. These steps underscore the serious consequences of failing to meet military obligations and the necessity of complying with the law, which can significantly impact an individual's finances. Greater public awareness of these regulations may also help reduce future violations and the resulting penalties.
