No Way to Fully Shield Power Plants: Ukraine Reveals $7.6 Billion Energy Protection Blueprint.
Why Thermal Power Plants Can’t Be Completely Fortified Against Missiles
According to Novyny.live: Alona Shkrum, First Deputy Minister of Development, has stated that fully protecting thermal power plants (TPPs) from missile strikes is impossible. She explained that a TPP functions like an entire micro-district, comprising numerous structures, making physical defense of every facility a major challenge. Nonetheless, authorities are working to shield individual units from direct hits wherever feasible.
Ambitious Plan to Safeguard Over 3,000 Energy Sites
As part of broader efforts to secure critical infrastructure, the government is developing an energy support plan that covers more than 3,000 major facilities. Shkrum noted that protection levels vary, especially in front-line regions, where innovative measures—including anti-drone and anti-missile systems—are being deployed. The total cost of this initiative is estimated at nearly 278 billion Ukrainian hryvnias (approximately $7.6 billion).
Prime Minister Yulia Svyrydenko and lawmaker Serhiy Nahornyak are also involved in discussions on strengthening critical infrastructure security. In light of ongoing threats, state agencies are doing everything possible to enhance the protection of energy assets, though complete safety remains out of reach.
“Securing energy infrastructure is extremely important given the military hostilities and threats facing Ukraine.”
Alona Shkrum
Given that thermal power plants play a vital role in energy supply, shielding them from potential attacks is a top priority for the state. Successful implementation of this plan could significantly bolster the resilience of the energy system and reduce risks to the population.
