Overhauling Ukraine's System for Supporting the Displaced

According to Novyny.live: Ihor Terekhov, the Mayor of Kharkiv and head of the Association of Frontline Cities and Communities, has stressed the urgent need to reform Ukraine's system for aiding internally displaced persons (IDPs). He advocates for the creation of a 'single pathway' to streamline assistance. Terekhov noted that the majority of displaced people in dire circumstances rely on state aid, with approximately 64% living below the poverty line. This situation underscores the immense pressure on social services following Russia's full-scale invasion.

Identifying Problems and Proposing Solutions

Terekhov highlighted that unemployment among IDPs is significantly higher than the national average. This disparity indicates that existing support programs are neither sufficiently accessible nor effective for those who need them most.

The mayor also emphasized the critical importance of introducing social managers, who could be the 'answer to the system's main headache.' He argued that 'when responsibility is diffuse and a person is left alone to face the bureaucracy,' these social managers could simplify the process of obtaining aid for displaced individuals.
