Illegal Vapes in Ukraine: Why Bans Don’t Work.
Growth of the Electronic Cigarette Market in Ukraine
According to inkorr.com: The electronic cigarette market in Ukraine continues to actively develop; however, this situation has its difficulties related to illegal products. The Director General of the 'Ukrtyun' Association, Natalia Fesyun, emphasized that bans without effective control only contribute to the growth of the 'shadow' market. She called on the state to seriously address this problem.
Implementing any bans without proper control and enforcement is ineffective and contributes to the growth of the 'shadow' market. The only thing the state must do is to seriously tackle the problem, - emphasized Natalia Fesyun.
Problems of the Illegal Market
The situation is complicated by the increasing volumes of the illegal electronic cigarette market, as even local deputies and smuggling organizers continue to open illegal sales points. Changes in legislation can threaten legal businesses, turning them into illegal ones.
Raising excise taxes on tobacco products stimulates the popularity of electronic cigarettes among consumers but simultaneously allows illegal manufacturers to bypass taxation and violate laws, which, in turn, reduces the volumes of the legal market. Measures need to be taken to curb the illegal sector and maintain legal sales of electronic cigarettes in Ukraine.
Considering this situation, the government must find a balance between regulating the industry and supporting the legal business. Ensuring proper control and tackling illegal trade can help strengthen the market and make it more transparent. At the same time, it is crucial to consider the interests of consumers seeking safe and legal alternatives to traditional smoking.
